Kuwait City has no rivers and no lakes: it drinks the sea.

The country has not a single river, lake or perennial stream, and 116 millimetres of rain fall on the capital each year. The answer was to become the first country in the world to commission a desalination plant for drinking water, in 1951. Today around 90 % of the water drunk here was seawater this same week.

01 Not a river, not a lake

It is worth starting with the absence. The country has not a single river, lake or stream that runs year-round; its only natural water resources are brackish aquifers, undrinkable untreated. And very little comes from the sky: 116 millimetres a year fall on the capital, with four consecutive months — June to September — averaging 0.0 millimetres.

For a small town of fishermen and traders that was manageable with wells and water brought in by boat. For a capital of more than three million people in the municipality and around five in the metropolitan area, it is not. The scale of the problem grew with the city, and the answer had to grow with it.

02 The first country to try it

The date is 1951, and it deserves more attention than it usually gets. That year the world's first commercial desalination plant for producing drinking water was commissioned at Shuwaikh. It was not a laboratory experiment: it was a working installation, supplying a city.

The first machine was a submerged-tube plant and was replaced in 1960 by the first multi-stage flash distillation plant, with a capacity of 4,546 cubic metres a day. That figure, modest today, is the starting point of an industry that has ended up underpinning life across half the Gulf.

The jump in scale is the impressive part. Today the country operates on the order of eight plants with a combined capacity close to 3.1 million cubic metres a day, and around 90 % of supply comes from them. The largest produce water and electricity at once, because the heat of the power process is what drives the distillation.

03 Where all that water is kept

And here is what makes all of this visible from the road. If the water does not come from a river, there is no reservoir either: it has to be stored, and stored high, so it can come down by gravity. In 1976 the relevant ministry built 33 towers with a combined capacity of more than 100,000 cubic metres, distributed at strategic points across the city.

Each tank holds 3,000 cubic metres and they all share the same inverted-cup shape with blue and white stripes. They come in groups, and those groups are today one of the most recognisable features of the urban landscape. What looks like an aesthetic decision is in fact a distribution system made visible.

04 What drinking the sea costs

The uncomfortable part should be said too, because it is part of the portrait. Desalinating water consumes a great deal of energy, and the model works because the country can afford to pay for it. It is a brilliant solution and also an expensive one, tying the water supply to the energy supply in a way few cities in the world would accept.

It also has a structural consequence: the capital depends on a handful of specific installations. A system based on rivers and reservoirs is diffuse and hard to interrupt; one based on eight plants is extremely efficient and, by definition, concentrated. That fragility is the price of the solution, and here it is accepted.

05 What Kuwait City leaves you with

It is not a city you walk, nor one that offers a historic centre. It is low-rise, spread very wide across some 860 square kilometres, designed for the car and with heat as the design criterion above all others. Anyone coming for street atmosphere will mostly find motorway and air conditioning.

What it leaves is an idea you carry to every other place: that drinking water is not a natural resource but a product. Here that is neither a metaphor nor a debate, it is the literal description of how the city works, and looking out of the car window and counting tanks is enough to understand it.
