You reach the top of one of the park's summits and what you see resembles nothing you expect from a protected area: hectares of grey trunks, dry, without bark and without a single living branch, standing like posts. The first reaction is always to think a disaster happened here and nobody fixed it.
Both things are true, and both were decisions. Understanding the second completely changes what you are looking at.
01 What you see on arrival
The park covers 24,250 hectares in northeastern Bavaria, against the Czech border. Together with the neighbouring Šumava park, 68,064 hectares, it forms the largest contiguous area of forest in Central Europe. It receives more than 700,000 visitors a year in an economically weak region, where that figure matters.

But above 1,100 metres the picture changes. There, Norway spruce dominated almost alone, and there is where practically everything died before the year 2000. What remains are entire slopes of standing dead wood, some still upright and some already brought down by wind.
02 A decision made in 1970
The park was created on 7 October 1970 with an explicit principle summed up in German in four words: let nature be nature. The aim was not to conserve a landscape in a given state, as a garden does, but to withdraw the hand and watch what happens.
That included, and here was the hard part, not intervening in catastrophes either. Not storms, not fires, not pests. It is an easy idea to defend in the abstract and a very uncomfortable one to hold to when it actually happens, especially in a country with centuries of forestry tradition based on managing woodland as an orderly crop.
03 The beetle and the scandal
The test came in the 1990s. The spruce bark beetle, Ips typographus, is a native insect that lives permanently in the forest and in normal conditions only attacks weakened trees. After several dry summers and some storms that left a great deal of fallen timber, the population exploded.

In a managed forest the response would have been immediate: fell and remove the infested timber to break the cycle. Inside the park nothing was done, and the outbreak finished off more than 5,000 hectares of mature spruce. Residents watched the forest next to their houses turn grey over a decade.
The public argument was fierce and lasted years. It ended in a compromise still in force: in the core zone there is no intervention, and in the buffer strip alongside private woodland the beetle is fought. It is a half-and-half solution, and it is worth telling it that way rather than as the clean victory of an idea.
They did not let the forest die out of neglect. They let it die to find out whether a forest knows how to remake itself.
04 The numbers thirty years on
This is where the matter stops being an argument about principles and becomes a count. The park's own regeneration inventories measured 978 young trees per hectare in 1991, before the bulk of the outbreak. In 2005, fourteen years later, the figure was 4,502 per hectare.
The mechanism becomes clear when you look at the ground. With the mature trees dead, light reached the lower storey for the first time in decades, and the fallen trunks became seedbeds: rotting wood holds water, accumulates nutrients and lifts the seeds above the litter and moss.
The conclusion should not be overstated. That this worked here does not mean it works in any forest, nor that the beetle is harmless in a commercial plantation. What it demonstrates is something more limited and more interesting: that a mountain forest with enough area and no hurry can remake itself unaided, and that what looked like the end was a phase.
05 How to look at a dead forest

It is worth climbing to one of the summits with this fact in mind, because it reverses the sign of what you see. Without it, the grey slope is a ruin and a negligence. With it, it is an experiment thirty years under way whose first results are already in.
And it is worth keeping the other half of the story too: that the decision cost a long public argument, that those living next door did not receive it as good news, and that the final settlement was a division of zones rather than a collective conversion. Landscapes that look natural almost always have a negotiation behind them.
