01 What exactly is missing
It is worth being precise, because the headline stretches easily. What is missing are traffic lights: not one operates in the capital, and it is the only national capital in the world of which that can be said. Everything else is there. There is signage, there are painted crossings, there are roundabouts, there are speed bumps and there are cameras.
And it is not an administrative oversight. In October 2024 the Home Minister, Lyonpo Tshering, publicly stated that installing traffic lights was premature and that there were no plans to do so, and set out the alternative that is under way: more speed bumps, more signs, repainted crossings and road-safety campaigns. The absence is a policy, not a gap.
02 How the junction works
The booth stands at the central junction of Norzin Lam, the main avenue, on a painted circular platform. It is a hexagonal timber pavilion with a multi-pitched roof and panels decorated with the same repertoire of motifs as the facades around it: the street furniture follows the same aesthetic rule as the buildings.
The officer works with white gloves and a repertoire of broad, strongly marked gestures, designed to be read from a distance and from any angle. The sequence is not rigid: it adapts to what is arriving from each arm of the junction, which in practice means waiting time is distributed according to the actual queue rather than a fixed cycle.
A traffic light shares out time by the clock. A person shares it out by the queue. As long as the traffic fits in one glance, the second is better.
03 The story that gets told and the one you can prove
There is an anecdote repeated in almost every account of the city: that a traffic light was once installed and removed within days because people found it impersonal. The story circulates with different dates depending on the source — the eighties, 1995, the late nineties — and with different durations, from twenty-four hours to a trial period.
We have not found a primary source that fixes the date, so we tell it as what it is: a very widespread account whose detail is unconfirmed. What is documented is the part that matters for your trip: today there is not one in operation, and the official position as of October 2024 is that the time has not come.
04 Why this will end
The ministry itself said it plainly in the same 2024 announcement: road safety is becoming increasingly critical as the number of registered vehicles rises. That is the figure that will settle the matter. A system based on one person's attention has a capacity ceiling, and that ceiling is reached when the traffic stops fitting into a single glance.
That is why it deserves a genuine ten minutes and not a photograph in passing. Stand on the pavement, watch two or three full cycles and notice how the rhythm changes when a motorbike appears or somebody crosses away from the crossing. It is a way of running a city that still exists and probably will not in a decade.
