There is a way of looking at alpine forest that changes the whole trip, and it has nothing to do with botany. It consists of ceasing to see it as backdrop and starting to see it as a work: something someone maintains, thins, replants and pays for, because if it stops being there something has to be built in its place.
01 A forest with an assigned function

Austrian forest law does not treat all forest the same. It distinguishes forest that protects itself and the soil it stands on, because the slope is so steep that without roots it would slide away, from forest that protects something specific below it: a village, a road, a railway line.
In Tyrol the second group adds up to 190,000 hectares, around 37 per cent of the forest area. These are identified, mapped parcels with obligations attached: they are not felled at will and their upkeep is subsidised.
If forest protecting the ground itself is counted too, the figure exceeds 60 per cent of Tyrol's woodland. Across Austria as a whole, forest with a protective function covers 1.6 million hectares out of a total of four million.
02 What a crown does with snow

The mechanism is simple and mechanical. Crowns intercept up to 70 per cent of the volume of new snow, so a good share of the snowfall never reaches the forest floor: it stays up there and evaporates or falls gradually, without forming a continuous layer.
To that is added the second thing: trunks break up the surface. An avalanche needs a smooth, continuous layer of snow to get going, and dense forest fragments it. And the third: shade keeps the sun from warming the snow and turning it into a sliding slab.
Roots do the work for the rest of the year. They hold soil on the slope, slow erosion and retain rainwater that would otherwise rush down the torrent all at once. That is why forest also appears in the prevention of floods and debris flows.
03 It shows up in the budget
The proof that this is not a metaphor is in the accounts. In 2023 Tyrol assigned 91.3 million euros to protection against natural hazards. Of that, 31.6 million went to torrent correction, 24.3 to water management, 20.5 to protective forest, 11.7 to avalanche defences and 3.2 to erosion and rockfall.
In other words: the forest has a bigger line than the metal barriers on the slopes. And it is spent on unglamorous things, like opening clearings to let light in, planting where there is no natural regeneration or removing fallen timber before it breeds pests.
More than two million specimens are planted a year, with a noticeable change of criteria: fewer pure spruce plantations, which grow fast but fall together in a storm or a pest outbreak, and more mixed forest.
04 The alternative costs ten times more
The reason a regional government pays to maintain trees is accounting. Replacing the function of a hectare of protective forest with metal structures anchored to the slope costs on the order of ten times more than looking after the forest already standing there.
And that comparison counts only construction. Barriers have to be inspected, the ones bent by snow repaired and the whole lot replaced after some decades. The forest, if allowed to regenerate, replaces itself.
Hence the phrase repeated in Austrian administration: not even a wealthy country could afford to replace with structures everything the forest does today. Technical protection is reserved for where forest cannot grow or no longer suffices.
05 Why it is more fragile than it looks

A mountain forest grows slowly. At 1,500 metres, a fir takes decades to reach the size at which it really starts to protect, and if a storm flattens a whole strip, the protective function disappears for a generation even if replanting starts the next day.
The other problem is regeneration. Much of Tyrol's forest is old and uniform, and under a closed canopy there is not enough light for new trees to come up. Browsing by hoofed animals finishes off the shoots that do manage to emerge.
That is why maintenance so often consists of cutting. Opening gaps to let light in sounds like the opposite of protection, and it is precisely what keeps the forest in existence fifty years from now.
06 How to look at it when you are there
The first thing you can read on the ground is position. Look at what lies directly below each patch of forest on a slope: if there are houses, a road or a railway line, you are looking at protective forest, not just any wood.
The second is the signs of works. Metal or timber barriers above the treeline, nets over a rock face, channels stepped with stone where a torrent comes out: they mark the points where the forest does not reach and has to be replaced.
And the third changes the meaning of a felled strip. A recent clearing halfway up a slope is rarely an abuse: it is, almost always, an intervention to let light in and bring new forest up. Seen this way, half of the Tyrolean mountains stop being scenery and become a working installation.
