Islamabad was drawn whole on a plan before a single street existed.

In 1960 there was nothing here but fields at the foot of the Margalla mountains. Pakistan commissioned a Greek architect to design an entire capital on paper: a grid of square sectors, each with its own letter and number, built to function on their own. From the air, the difference from any other city in the country is visible at a glance.

01 A capital that inherited nothing

The capital covers 220.15 square kilometres of city proper — 906.50 counting the metropolitan area — at about 540 metres of altitude, at the northern edge of the Pothohar Plateau and right at the foot of the Margalla hills. The 2023 census counted 1,108,872 residents in the city and 2,363,863 across the metropolitan area.

The capital's move from Karachi was made official on 14 August 1967, after several years of construction. Karachi sat at the southern end of the country, on the Arabian Sea, far from most of the territory and too close to the interests of major port trade. The new capital was conceived, literally, from scratch and at another point on the map.

02 A Greek architect's plan

In 1960, the Pakistani government commissioned the design of the new capital from the Greek architect and planner Constantinos Doxiadis. His plan imposed on the site a grid of two-by-two-kilometre cells, aligned with a second, "natural" grid that follows the ravines crossing the site. Construction began in 1961.

The result is 84 sectors, each designed to be self-sufficient: housing, schools, shops and green space within a short walk, without depending on the city centre for daily life. The main avenues are wide and straight, and green strips are scattered through the grid with almost mathematical regularity.

03 A letter and a number for every neighbourhood

Sectors are identified by a letter, A through I, and a number, and that combination — F-6, F-7, G-9, I-8 — is how any resident locates a neighbourhood, long before reaching for a street name. Each sector further divides into four numbered sub-sectors. The D series covers D-11 through D-17; the E series runs E-7 to E-17; the F series spans F-5 to F-17: a progression that reveals, from the number alone, where in the original grid you stand.

That system is the most visible trace of Doxiadis's plan in everyday life. It makes no difference that more than sixty years have passed: the city still reads, literally, like a table of coordinates.

04 You can see it from space

The fastest way to confirm the plan worked exactly as drawn is to look at a photograph taken from orbit. Next to Islamabad sits Rawalpindi, its historic neighbour, with a dense, irregular street pattern grown over centuries with no grid to order it. The border between the two cities is, in the image, almost a straight line: on one side, regular blocks; on the other, the organic texture of a city that never had a prior plan.

Few capitals offer such a legible contrast, and fewer still have it just a few kilometres away, their own before-and-after side by side.

05 How to read it on the ground

On the ground, the grid shows up as an absence of surprises: avenues do not suddenly narrow, blocks do not change scale without warning, and finding an address is mostly a matter of understanding the letter-and-number code rather than memorising street names. It is a city that rewards those who understand the system and unsettles those looking for the organic disorder of an old capital.

And at the end of almost any avenue, the same reference point: the green wall of the Margalla hills, the natural edge Doxiadis used as the boundary of his plan, and which, sixty years on, still marks where the grid ends and the mountain begins.
