The city divides itself between the ridges and the valleys.
Kigali is not built on a hill but on many, at 1,567 metres, with Mount Kigali at 1,853 and Mount Jali at 2,071. What is built occupies the ridges and the slopes; the valley floors are left to water, wetlands and the river. It is a city read vertically, and that reading is what makes it different.

01 One thousand five hundred and sixty-seven metres
The consequence shows the moment you try to go from one point to another. Two places that look close on a map may be on different ridges, separated by a valley, and the real route is always down and back up. Useful distance in Kigali is not measured in metres: it is measured in elevation.
It also explains how the city looks from any viewpoint. You do not see a continuous urban patch but a succession of rises covered with housing up to the crest line, separated by green strips dropping to the valley floor. The green is not between the houses: it is beneath them.

02 The high and the low
The city has a fairly clear functional division between what occupies the heights and what occupies the floors. Above, on ridges and slopes, is practically everything built: the business district, the residential quarters, the main roads. Below, in the valleys, are water and wetlands.
That distribution is not only the result of building where it was easiest. The valley wetlands perform a specific hydraulic function: they absorb rainwater and protect against flooding. In a city with 953.5 millimetres of rain a year spread over 104 days, that buffering capacity matters.
The Nyabugogo river crosses the whole between two of the main heights, and it is the axis of the system. Seeing the city as built ridges and hydraulic valleys, rather than as a plan with parks, is the most useful way to understand why it is organised as it is.
03 From 1907 to 1,745,555
The city's origin is recent and modest. Kigali was founded in 1907 as an administrative post, established by Richard Kandt. For decades it was a small nucleus, and it did not begin growing strongly until considerably later.
The 2022 census gave 1,745,555 inhabitants, roughly seven times the population of the country's second city. That is a very high concentration, and it means almost everything urban in Rwanda is here: the capital competes with no other city in scale.

The urban area covers some 730 square kilometres, a very large surface for that population, precisely because the relief forces it to spread across rises rather than compact. And in 2013 a master plan was adopted with a horizon of 2040, which is the framework of the transformation under way.
04 How it is covered
The first recommendation is logistical: do not try to cover it all on foot. The gradients are constant and the real distances far greater than the map suggests. What works is moving by vehicle between zones and walking within each one.

The approach that works best for understanding the place is to climb a couple of viewpoints on different ridges. From above you see at once what no street-level route makes clear: the succession of built rises, the green valleys between them and the way the city organises itself around that alternation.
And a note on the calendar that is comfortable here: temperature barely moves all year, with mean highs between 26.3 and 28.2 degrees. What does change is the rain, from 10.2 millimetres in July to 135.5 in April. June, July and August are the driest window.
