The result is clearer on a map than in any explanation: the line, which in theory follows the 180th meridian, here draws an enormous step eastwards to enclose the entire archipelago.
01 Two dates in the same country
Before 1995 the split was this: the Gilbert Islands, home to Tarawa and most of the population, ran on UTC+12; the Phoenix Islands on UTC−11; and the Line Islands, the easternmost, on UTC−10.
Between the first group and the last there were twenty-two and twenty-three hours of difference. In practice, two halves of the same country were almost always living on different calendar days.
The cost was administrative and very concrete: the overlap in working hours between the two ends of the country came down to a few hours a week. For a territory that is mostly sea, that disconnection was a serious problem.
02 What changed on 31 December 1994
The adjustment was applied at the end of 1994 and consisted of moving the eastern islands' clocks forward, not turning Tarawa's back. The Phoenix Islands went to UTC+13 and the Line Islands to UTC+14; the Gilberts stayed as they were, on UTC+12.
The effect on the map was to shift the date line some thousand kilometres east, almost to the 150th meridian west. It is the largest detour the line makes anywhere along its course.
Since then the whole country shares a date. The hours still do not match - there are two time zones between the extremes - but the calendar is the same, which was exactly the point.

03 The most advanced time zone in the world
UTC+14 did not exist before this change. It is the most advanced time zone on the planet, and it is occupied by Kiribati's Line Islands, with Kiritimati as the main inhabited island.
The best-known consequence is that each day starts there before anywhere else inhabited on earth, the turn of the year included. The country itself has used that as a tourism draw ever since.
Worth knowing: South Tarawa, where the capital is, is not that place: it runs on UTC+12, two hours behind the Line Islands. Anyone chasing the year's first sunrise has to fly more than three thousand kilometres east within the same country.

04 A country in all four hemispheres
The underlying reason for all this is geography. Kiribati straddles both the equator and the 180th meridian, so it has territory north and south, east and west: it lies in all four hemispheres at once.
The country is 32 atolls plus one raised island, of which 21 are inhabited, with 811.19 square kilometres of land spread across 3,441,810 of ocean. It is one of the most extreme territorial dispersions in the world.
With that spread, having a single date is no symbolic whim: it is the only way an administration, a school system and an economy can work as one whole rather than two mismatched halves.

05 What it reveals
What is interesting here is not the first-sunrise anecdote but what it shows about how conventions work. The date line looks like a fact of nature and it is not: it is drawn, and it can be redrawn.
For the traveller, the lesson is practical. In a country spread across half the Pacific, the date on your ticket matters as much as the time, and it is worth checking twice before assuming which day you will land.
