In Tyrol only twelve per cent of the land can be lived on

Sixty-two inhabitants per square kilometre sounds like an empty region. But only 12 per cent of Tyrol is liveable ground, and a quarter of that 12 per cent is already built on. Everything else about the trip follows from there.

Tyrol's statistics describe an empty region. Sixty-two inhabitants per square kilometre is less than half the Austrian average and less than half the Spanish one. With that figure in hand you expect to arrive somewhere with room to spare.

What you find is the opposite: tight valleys, villages stretched out in single file along the river, roads that pass through the centre of every town because there is no way round it. The contradiction is not in the data. It is in the denominator.

01 The figure that changes all the others

Austrian administration works with a concept that solves the puzzle: the permanent settlement area, the ground where you can live, farm and build on a stable basis. In Tyrol that surface is around 12 per cent of the total.

The remaining 88 per cent is neither waste nor oversight: it is rock, glacier, scree, forest on steep slopes and terrain above the line where winter lasts too long. It is exactly the landscape everyone travels here for. But it cannot be inhabited.

Doing the sums over that 12 per cent, some 1,500 square kilometres, Tyrol's 777,660 people give a density close to 500 per square kilometre. That is no longer an empty region: it is a dense region sitting inside a very large one.

02 Why everything happens on the valley floor

That 12 per cent is not scattered in patches across the territory: it is concentrated on the floor of a few valleys. The Inn is the main one, and almost everything Tyrol needs in order to function passes along it.

Innsbruck, the capital, has 132,499 inhabitants. Then come Kufstein with 20,212, Telfs with 16,439, Hall in Tirol with 14,698 and Schwaz with 14,480. All five are in the Inn valley or very close to it. There is no second large city hidden elsewhere: there is no room for one.

From there the territory is organised into side valleys hanging off the main one, the Ötztal, the Zillertal, the Stubaital, each with its valley-floor road and its row of villages. Nine districts and 277 municipalities for 12,534 square kilometres, almost all of them propped on a line of water.

03 Ground with too many suitors

The figure that really squeezes is not the 12 per cent, but what is already inside it. A quarter of that surface is occupied by buildings, leisure facilities, roads and railway lines. In other words: of the liveable ground, one square metre in four is already built on or paved.

And those metres are wanted at the same time by the hay meadow that feeds the livestock in winter, by the village that needs to grow, by the industrial estate, by the Brenner motorway, by the railway line and by tourism, which in Tyrol is no minor activity: some 360,000 beds and 49.6 million overnight stays in the 2024/25 season.

Two things you notice while travelling follow from this. One, that villages are long and narrow rather than round. And two, that flat ground is almost never empty: if a meadow is still a meadow on a Tyrolean valley floor, it is because somebody decided it should stay one.

04 What happens above the line

Above the permanent settlement line Tyrol is not uninhabited, but it is inhabited in another way: seasonally. The alps, the summer grazing huts, the mountain refuges and the ski areas work for a few months and then close.

That distinction explains the calendar of everything else. A refuge opens when the snow leaves the path and closes when it returns; an alp is occupied while the livestock is up there. None of that is a commercial decision: it is altitude giving the orders.

Tyrol's highest point, the Großglockner, stands at 3,797 metres. Between the floor of the Inn valley, around 600, and that altitude lies almost everything the territory has, and almost nothing people use daily.

05 A territory split in two

Geography also imposes an administrative oddity: Tyrol is not a continuous piece. It is made of two separate chunks, North Tyrol and East Tyrol, which do not touch. Between them lie the neighbouring state of Salzburg and the Italian province of Bolzano.

To drive from one half to the other without leaving Austria you have to make a long detour through Salzburg and cross high alpine passes. The short route runs through Italian territory over the Brenner pass.

The Brenner, incidentally, is the other great reason this valley has mattered for two thousand years: it is the lowest practicable pass in the central Alps and the north-south route the Romans already used. Much of what you see today on the Inn valley floor exists because people pass through here.

06 How to travel it

The most immediate practical consequence is that maps here mislead about distances. Two points twenty kilometres apart as the crow flies can be two hours by car if a mountain chain lies between them: the real journey drops to the main valley, runs along it and climbs again up the next valley.

The second is that the train works better than you would expect, and for the same reason: the line follows the floor of the Inn valley, which is where the towns are and where almost everyone lives. To move along the main axis, the railway does exactly the journey people do.

And the third reorders the whole trip: it pays to choose one valley and stay in it. Each side valley is a closed system, with its inhabited floor, its forest, its alps and its head of rock. Walking one all the way, bottom to top, teaches you more about Tyrol than skimming five.
